This policy brief has been developed within the framework of the Enhancing Stakeholder Awareness and Resources for Hate Crime Victim Support Project (EStAR), implemented jointly by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Association of Counseling Centers for Victims of Right-Wing, Racist and Antisemitic Violence in Germany (VBRG). It is primarily written for policy- and decision-makers responsible for formulating and enhancing hate crime victim support policies at the national level. It may also provide guidance and support in the advocacy efforts of general victim support organizations that consider expanding services to hate crime victims and help community and non-governmental organizations active in human rights, equality and non-discrimination work, as well as specialist hate crime victim support organizations that wish to expand their services.
